Would you define a butter knife as a tool or a weapon?

On one hand it can be used to spread things on bread but on the other it can be used to jab someone to hurt them.  What defines what is a tool or a weapon?   What would you say the spread of misinformation on social media is, tool or weapon?  Think about it....
